🇬🇧 ENG 🪪 What is the Green Card? Medical examination and fingerprint registration are mandatory for all international students who arrived in Russia starting from 2021, in accordance with Federal Law No. 274-FZ of July 1, 2021 On the Legal Status of Foreign Citizens and Federal Law No. 128-FZ of July 25, 1998 On State Fingerprint Registration in the Russian Federation. The Green сard (Dactocard) is a document that confirms that a foreign national has submitted their fingerprints and finished photography for the Ministry of Internal Affairs database. ✅ 📅 Students must complete the medical examination and mandatory fingerprint registration procedures within 30 days from the date of their arrival in Russia. After that, medical test results must be updated and submitted to the Russian Ministry of Internal Affairs ONCE A YEAR. 1️⃣ The first step for an international student is to undergo the medical examination. 🩺 The medical examination includes two tests: HIV, AIDS, Syphilis test – 1A Borisa Vasilyeva Street Drug test – 18 Tulinskaya Street 2️⃣ Next, fingerprinting and photography must be completed. 👮For this, the foreign student goes to the Russian Ministry of Internal Affairs of Tambov (1A Enthuziastov Boulevard). Medical examination results are valid for 1 YEAR from the date of procedure. The Green card (dactocard) itself is valid for 5 years. 🔄 However, you need to undergo the medical examination and submit the dactocard for renewal to the police EVERY YEAR. ❗️According to Russian legislation, if you fail to complete these procedures within the established deadlines, you must leave Russia to renew your migration card. When are these procedures NOT required? ❌ You do not need to do medical examination every year if: - you have obtained Russian citizenship - you have a temporary residence permit for study purposes (RVPО) - you have a permanent residence permit (VNZh) Please note: if you are applying for a temporary residence permit for study purposes, your test results must be valid at the time of application. ⚖️ What liability applies for non‑compliance with the law? 🎓 At the university level: If you fail to timely comply with the university staff's requirements regarding the Green card procedures, you may be called to a meeting of the Disciplinary Committee, which will negatively affect your personal file and your reputation at the university. 🔎 At the legislative level: Administrative liability. The person will be held responsible under Part 1 of Article 18.11 of the Code of Administrative Offences of the Russian Federation. The penalty is a fine of 2,000 to 4,000 rubles, and you may also be deported from Russia. Reduction of the temporary stay period. If the violation is detected repeatedly, the competent authority may decide to shorten the period for which the foreign national is lawfully present in Russia. This may lead to the inclusion of the foreign national in the Registry of Controlled Persons (RCL). If a student is placed on the RCL, they are subject to expulsion from the university. Issues with document processing. Without a document confirming fingerprint registration, it is impossible to obtain a temporary residence permit for study purposes (RVPО) or a permanent residence permit (VNZh).
